Pact Inc is a U.S. based non-profit organizations with programs in 23 countries around the world.  The Pact Nigeria office opened in May 2005 with the signing of a five-year cooperative agreement with USAID to manage the Advocacy, Awareness, and Civic Empowerment (ADVANCE) project.And in August 2009, Pact Nigeria increased its portfolio in Nigeria with the signing of another five-year cooperative agreement with USAID to build capacities of CBOs through the Rapid and Effective Action Combating HIV/AIDS (REACH) Project.

Job Title: Orphans and Vulnerable Children (OVC) Program Specialist

Location: Abuja, Nigeria

Overall Job Function:

Under the supervision of the Chief of Party, the Orphans and Vulnerable Children (OVC) Program Specialist will provide high-level technical assistance, program management and administration of the Nigeria Associate Award HIV/AIDS grants program to rapidly fund NGOs working to achieve USAID’s targets addressing HIV/AIDS in Nigeria. H/She will work in community-based OVC programming, in close collaboration with CBOs, NGOs, FBOs, and other stakeholders. H/She will collaborate with USAID Nigeria mission, relevant Ministries in Nigeria, local, state, and national government bodies, private sector, and international and local NGOs to support Pact’s scope of supporting a comprehensive response to OVC care and support needs.

Essential Duties and Responsibilities:

o   Based on technical assistance plan developed by Pact Nigeria team, provide sub-grantees with technical capacity building;

o   Based on key strategy and program documents such as the National Plan of Action for OVC, Child Status Index, and OVC quality standard program guidelines, operates as advisor, leader and resource in Pact’s OVC program portfolio;

o   Assess new and current sub-grantee technical capacity, gaps in HIV program implementation (particularly OVC program implementation), and report as necessary to Pact team of identified gaps;

o   Provide ongoing support (training, mentoring) to sub-grantees in adapting OVC quality service standards;

o   Revise indicator protocols according to progress on quality standards in OVC programs;

o   Close mentoring of sub-grant OVC program implementation, including via telephone and email communications, site visits;

o   Review of sub-grantee quarterly program and financial reports, work-plans, implementation plans, and MER plans;

o   Assist in responding to USAID requests and preparing USAID reports including work plans, annual and semi-annual reports, and performance monitoring plans;

o   Document methodologies and results; develop best practice papers that can inform the wider Pact community.

o   Any other duties as assigned by the Chief of Party

Qualifications:

o   Experience in a management role for a complex or national program involving multiple actors;

o   A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast paced environment;

o   Ability to perform and prioritize multiple tasks;

o   Proficiency in word processing, spreadsheets and database skills;

o   Strong oral and written communication skills;

o   Demonstrated ability to provide supervision to Program staff;

o   Practical knowledge of USAID rules and regulations;

o   Demonstrated capacity to create and / or maintain systems and procedures for directing complex programs with many implementation sites, partners and beneficiaries.

Education and Experience Requirements:

o   Master’s degree preferred in public health, management or related field

o   At least five years of relevant experience in providing technical assistance to large donor-funded, child-focused programs

o   Five to Seven yrs in a technical position whose responsibilities include supervising Program staff

o   Prior knowledge of and experience with USAID-funded health programs; PEPFAR and Global Fund experience preferred

o   Demonstrated experience with large grant-making programs and working with local partner organizations

o   Extensive knowledge of OVC, HIV and Health issues in Nigeria-specific knowledge preferred

o   Fluency in English required.
