Pact Inc is a U.S. based non-profit organizations with programs in 23 countries around the world.  The Pact Nigeria office opened in May 2005 with the signing of a five-year cooperative agreement with USAID to manage the Advocacy, Awareness, and Civic Empowerment (ADVANCE) project.And in August 2009, Pact Nigeria increased its portfolio in Nigeria with the signing of another five-year cooperative agreement with USAID to build capacities of CBOs through the Rapid and Effective Action Combating HIV/AIDS (REACH) Project.

Job Title: Program Officer

Location: Abuja, Nigeria

Funding: USAID

Overall Job Function:

Under the supervision of the OVC Specialist, the Program Officer will in collaboration with other staff manage a range of duties related to grant solicitation and monitoring, program development, capacity building and oversight and provide programmatic and OVC technical assistance to NGO partners. The Program Officer will also coordinate activities related to local, state, and national bodies as needed, to promote the use of national guidelines and SOPs for OVC service provision (Childs right act, OVC National Plan of action, National guidelines and standards of practice on OVC). The Program Officer will work in community-based OVC programming, in close collaboration with CBOs, NGOs, FBOs, and other stakeholders.

Duties and Responsibilities:

o   Assist in pre-award activities including developing Calls for Proposals (APS/RFAs), review applications and participate in grants selection process, pre-award assessments, budget and cost analysis, subgrant and subcontract negotiations, award and modifications.

o   Manage a large portfolio of subgrants and subcontracts; functions include review and overseeing program implementation and budgets, financial and programmatic reports, program deliverables, through regular contact by phone, email, and site visits;

o   Performs programmatic and financial reviews of program applications as required and participate in the selection process, including assistance with the development of technical and cost questions for finalist applications, as necessary;

o   Provides assistance to subgrant partners on a range of program management issues including work plan and budget development, M&E and PEPFAR indicator reporting, program reporting, and sub-recipient monitoring.

o   Coordinate technical assistance activities related to the implementation of grantee program activities;

o   Provide guidance and training to grantees on compliance with USAID policies and regulations, financial management, audit and closeout;

o   Ensure that activities listed in grant recipients’ sub-award are implemented;

o   Accompany other program staff in site visits to ensure subgrant program implementation and compliance;

o   Assist in responding to USAID request and preparing USAID reports including work plans, quarterly and annual reports

o   Perform administrative functions (maintain filling system, scheduling of meetings / venues) as needed;

o   Manages tracking of approved domestic and international travel for sub-grant programs

o   Represent Pact as requested in meeting with donor representatives, government, partners, sub-grantees, applicants, and the public as required;

o   Keep abreast of developments in HIV/AIDS field; document methodologies and results, develop best practice papers that can inform the wider Pact community.

Qualifications and Requirements:

A bachelors degree in social, behavioral or health sciences or relevant field.

Experience:

o   Minimum  3yrs experience with community-based HIV/AIDS  projects

o   Demonstrated ability to transfer  knowledge through training and mentoring

o   Minimum one year experience with USG (USAID preferred) – funded, multi-million dollar programs

o   Minimum 2yrs of relevant administrative experience

o   Strong analytical and budgeting skills

o   Ability and willingness to travel on short notice

Skills:

o   Creative thinker

o   Ability to work in partnership with team members, partner agencies and community members of both the international and national communities

o   Demonstrated understanding of the spectrum of OVC services and challenges faced in delivery of services in poor areas

o   Excellent written and oral communication abilities

o   Strong computer (word processing) literacy, skills in graphic/web design a plus
