Job Vacancy for Senior Election Operations Manager at IFES

IFES is proposing to build the capacity of electoral administration bodies in Nigeria and support the conduct of the next scheduled elections. The current project will last through March 31, 2012 but is subject to extension based on funding availability.


Job Title: Senior Election Operations Manager-Nigeria

Job Responsibilities:
The Advisor will work closely with the Independent National Election Commission (INEC) to provide advice to assist with post-election organizational reforms and restructuring, as well as building capacity in other areas of electoral management.

Specific duties will include:
• Build and foster capacity and leadership of INEC counterpart;
• Detailed evaluation of the INEC’s capacity in all programmatic or organizational areas, and identification of the limitations and opportunities for a capacity-building technical assistance program;
• Establishment of a technical assistance plan, based on proposed election calendars and voter registration events, and identification and prioritization of areas for assistance;
• Offering advice on training programs on relevant legal, constitutional, logistical, procedural and electoral systems, and civic education and other areas for higher-level officials in the INEC;
• Provide support and training to the INEC on issues related to operations, logistics, planning including help with budgeting, on an as needed basis;
• Development of a broad training program for the Commissioners and the electoral management team, including workshops, contact visits, and provision of comparative materials for the NEC and its staff;
• Examination of the existing methodologies applied for the training of election officials and the extent to which these may have affected the smooth implementation of a training program;
• Advise on the general implementation of electoral activities;
• Provide an international comparative perspective to the INEC in policy related matters;
• Facilitate roundtable discussions with the INEC, international advisors and other relevant bodies on electoral framework issues;
• Develop and maintain constructive working relationship with the diplomatic community, international and national assistance providers, and program partners;
• Supervise IFES/Nigeria Program team;
• Work with the IFES/Nigeria team to deliver bi-monthly program assessment reports to IFES/Washington;
• Prepare and submit a final report detailing the conduct of activities, results, and recommendations at the conclusion of the assignment;
• Other duties as assigned.

Qualifications:
• Masters degree in a related field preferred; Bachelor’s required;
• At least 10 years of relevant work experience directly related to technical assistance for electoral systems and processes;
• Extensive experience in election systems and administration, with specific experience in electoral training and capacity-building of Electoral Management Bodies (EMBs);
• On-site and medium/long-term capacity-building of election commission and election administration staff;
• Demonstrated initiative and problem solving skills;
• Strong oral and written communication skills;
• Strong professional and collaborative management skills;
• Working knowledge of USAID policies and regulations;
• Ability to meet deadlines;
• Ability to manage and develop local staff;
• Prior experience in post-conflict countries is required, and experience in Nigeria is an asset.
